Who can run a tournament?

Anyone who runs a club, team or group on tennis.so. Starting one of those is free.

Can it be private?

Yes. A private tournament is seen and entered by your members only.

Do I have to enter every score?

No. Either player posts it, and the bracket moves on by itself.
